Position Overview:

We are seeking a knowledgeable and engaging Geospatial Trainer/Outreach Specialist to support FEMA’s Field Assessment and Collection Tools Technical Services (FATTS) program. This role focuses on delivering effective training, outreach, and stakeholder engagement to ensure FEMA staff and State, Local, Tribal, and Territorial (SLTT) partners can efficiently use FEMA’s geospatial field tools including FACT, DSA, PDA, DRC SSI, and SRAT. The ideal candidate has strong GIS knowledge, excellent communication skills, and a passion for empowering end users through clear instruction and collaborative outreach.

Key Responsibilities:

  • Design, develop, and deliver training programs (virtual and in-person) for FEMA geospatial field tools and systems
  • Create user guides, job aids, quick reference materials, and video tutorials to support user adoption
  • Provide outreach and technical support to SLTT partners to promote and expand effective tool usage
  • Tailor training materials to accommodate various user roles and experience levels
  • Coordinate and facilitate training sessions, workshops, and briefings to FEMA regions and mission partners
  • Capture and analyze user feedback to inform future training and product enhancements
  • Collaborate with product teams and GIS staff to ensure training materials reflect current system capabilities
  • Maintain a library of up-to-date training content aligned with FEMA’s mission and evolving technology
  • Support disaster surge operations by onboarding new users and providing just-in-time training
  • Promote best practices in the use of GIS and geospatial tools for disaster response and recovery operations

Required Qualifications:

  • Bachelor’s degree in GIS, Education, Emergency Management, Communications, or related field
  • 5+ years of experience in delivering technical or geospatial training in a professional environment
  • Strong understanding of geospatial systems, preferably Esri-based (ArcGIS Online, ArcGIS Pro, Field Maps)
  • Excellent verbal and written communication skills with the ability to explain technical concepts to diverse audiences
  • Experience creating instructional materials and delivering live and recorded training
  • Demonstrated experience supporting end-user engagement, onboarding, and support
  • Comfortable working in a fast-paced environment, especially during active disaster operations
  • Experience with Microsoft Office, Zoom, Teams, and learning management systems (LMS)

Preferred Qualifications:

  • Experience supporting FEMA, DHS, or emergency management training programs
  • Familiarity with adult learning principles and instructional design models (e.g., ADDIE)
  • Understanding of Section 508 accessibility standards in training material design
  • Experience conducting outreach to SLTT or federal partners
  • GISP certification, Esri Instructor certification, or equivalent training credential
